That's how it worked in my world as well. The one summoning has no say in who is chosen, and those who are chosen have no say in the matter.
...Put it that way if you like. I'm no hero. I just want to be left alone.
[Which would be much easier if he could leave the city, but that is, apparently, not a viable option.]
