He's a dude who'd take an advertisement you wanted and post it up. Need some mercs? Go find Craig's List. Got a problem with gerblins eating your pumpkins? Look up an adventurer on Craig's List. Whoever the fuck he was, he got around. He'd print out these fliers and just pop 'em up everywhere he went. Somehow managed to keep it all up to date, too, so you didn't go try to cash in on a quest only to find out some other jackass killed the person who requested it three weeks ago over a disagreement about cheese.

The general idea would be that it would be community managed rather than one person. And, preferably, would not involve hiring mercenaries or anything unsavory though I'm aware I couldn't control that.

If the had more respect for themselves and their skills, they wouldn't need to rely on mercenary work and the rich would have to hire them properly due to a lack of an easy and temporary workforce.
