It depends on your personality, really - some people like making a big deal and throwing a party for other people, or having one thrown for them. Others prefer to be left to themselves, or just have a few people give gifts.
Some people prefer to be the ones to give gifts, even when it's their birthday! So you don't have to throw a party for someone if you're not sure if they want it.
Asking first is a good call regardless, anyway.
